Available construction workers are becoming scarce in the Philippines, according to a spokesperson for the Duterte Administration. This seems to be primarily a result of the country’s Build, Build, Build infrastructure program, which is usurping workers skilled in the craft. In response, the Technical Education and Skills Development Authority (TESDA) is offering free training to 100,000 citizens, hoping to fill the gap while offering employment to the country’s poor and marginalized.
